I'm on the fence regarding this topic. The issue of karma often doesn't come up when somebody offends me. Probably because I'm a control freak. I won't leave it to chance. I either confront the person and get it over with or I change my attitude regarding him and in a sense, forgiving the misdeed. In a way, leaving matters to karma is cowardice.
