I think Mr Holder's views have changed since the 1970s. That was a long time ago, and the passages the author of the blog cites are not as bad as made to be.

China limits children to one child per family in the city, and two children per family for farming areas. China and India both have problems with girls being aborted in favor of boys. (In both cultures, boys have to take care of parents, while daughters take care of her husband's family.)
All the policies were started in the 1960s and 70s to combat over population. It seems to have worked a bit as the actual world population is much smaller than estimates at the time. Modern people now have families of one or two children as a country modernizes. That is another reason for the population growth slowing as people find out they have other interests than just having children. |

I remember about a year and a half ago i was in school, and me and my class saw a documentary about India's social problems(over-population, famine, etc.) In there was part showing the government saying they would pay men a good amount of money if they got a vasectomy. But they lied and the men never got their money. The sad thing is most men were already poor.

The program was in the 1970s, and mostly old men showed up for the vasectomies. I don't know if India practices any type of program like that, although I think the population is having fewer children as they become more technically advanced.
