I would think people who are abducted have no choice in the matter. The law itself seems to be written to stop a possible Andromeda Strain type virus from spreading. That was a very popular idea in its day. If something did land near me, I would never touch it. It could be radioactive or have other biological issues to harm me. I could also harm the possible life on it by contaminating it.
Thank you for posting the source and the law. It also shows that NASA and the government are interested in extraterrestrial life, no matter how they deny it.

Eh, the denial is kinda two-faced. On one hand the area that controls the defense of the country all claim that they don't exist. NASA and other scientists assume that there has to be life somewhere, given the the workings of the universe as we know it. The whole issue of denial is fluid, so as to allow a convenient and delicate massage of the public's insistent, though misguided notion that there are aliens out there. I'm of the opinion that there are intelligent beings out there, though chances are my idea of them and what reality is are two different things.
