An Explanation of the Ramey Document

The Ramey Document is the paper BG Ramey is holding in his hand during the photo session with the prop weather balloon. Some have stated it is a "memo" about the top secret crash and alien body recovery. Here is an article by Barry Greenwood that shows new light into the paper being only a press release:

I never thought that a brigadier general would hold a top secret document without its cover sheet. That would of been a huge breach of security. The new way Mr Greenwood looks at the document sheds some light that it is a press release.
