The openness policy was implemented but never publicly announced due to threats against UN diplomats not to disclose details of the secret agreement. h The secret UN agreement was based on two conditions. First, UFOs would continue to appear around the world; and second, the openness policy would not lead to social unrest in liberal democracies. Both conditions have been satisfied making it possible for the next stage to begin – official disclosure of extraterrestrial life.

I soooooooooo want this to be true!, i have read it all, and it just seems like one of them things thats to good to be true!, im a believer in E.T's but the day i see the above happen in front of my eyes, i never believe everything i read!,

imagine how much further civilization could be if government didn't try to stop us from finding things out. like between the dark ages and the Renaissance, thing that were considered blasphemy, and things about ufo and aliens. On the later what are you more afraid of? Not being about to defend yourselves against against ufos that haven't destroyed the world yet or people that are destroying the world?
